The primary objective of issuing this bond is to establish a more secure and protected atmosphere within Harrah Public Schools, specifically targeting the well-being and safeguarding of its precious students.

  • The bond that we are proposing will play a vital role in guaranteeing the safety, opening up various opportunities, and ultimately, facilitating the success of our students. It is becoming increasingly imperative as our district continues to expand and our infrastructure ages. We must prioritize the provision of updated, secure, and motivating environments for our students to thrive in.

  • Yes, all students in Harrah Public Schools will benefit from improvements to the facilities. This bond will make sure that each school site has safe entrances and that every student has access to a storm shelter that is easy to use. The projects will include special spaces for students with special needs to learn important life skills, safer paths for students to get to their classrooms, and better spaces for the performing arts. The bond will also pay for updated science labs that are safe to use, improved spaces for the wrestling and band programs, and a bigger library for the elementary school where students can learn to read and enjoy S.T.E.A.M. activities. It will also make changes to the bus and parent drop-off areas at HMS to make them safer and to help with traffic flow.

  • The Harrah School District entered into an agreement with the Oklahoma County Finance Authority in 2016. The Oklahoma County Finance Authority agreed to provide the funding to start all of the projects contemplated by the October 13, 2015 election. In return, the Harrah School District agreed to make acquisition payments to the Oklahoma County Finance Authority every two years beginning in 2018 and ending in 2026. The School District has made four of the payments. The School District has $6,770,000 in bonds/payments remaining to be issued from the 2015 election. These bonds are scheduled to be issued in equal installments of $3,385,000 in 2024 and 2026 and are already earmarked for the final two acquisition payments required to be made to the Oklahoma County Finance Authority. Once the final acquisition payment is made to the Oklahoma County Finance Authority in 2026, the Harrah School District will have taken title to all of the improvements performed under the 2015 election.
